Registered Verifiers Code of Conduct

In agreeing to abide by this Code of Conduct you (The Registered Verifier) are also entering into an agreement with SkillsActive, the administrators of the scheme.

By clicking ‘I Agree’ you (The Registered Verifier) will ensure that:

- The achievements, skills and qualifications recorded on the passport have been genuinely undertaken and/or achieved
- You have seen relevant identification for the individual e.g. passport, driving license etc.

The role of the Registered Verifier is to ensure that as far as is reasonably practicable and within the demands of the scheme there is substantive evidence to support verification activities. 

 

Substantive Evidence:

1 - Substantive Evidence for verifying identification of activepassport holders.

The Registered Verifier must:

1 - See a current UK or other national passport, photographic driving licence or visa/work permit with a photograph.
2 - Check that the date of birth is visible on the document used to verify the ID and must match the date of birth entered on the activepassport.
3 - Retain a photo copy or scanned copy of the document provided as substantive and auditable evidence.


2 - Substantive Evidence for verifying skills, qualifications and achievements of activepassport holders.

The Registered Verifier must:

1 - See an original certificate relating to a formal qualification or skill or other original copy documentation from the appropriate awarding organisation or training provider.
2 - Check that the holder’s details are clearly visible on the certificate.
3 - Check that the certificate is dated and clearly shows the organisation from which the certificate was awarded
4- Retain a photocopy or scanned copy of the document provided as substantive evidence and/or scanned into the individuals activepassport.


3 - Informal skills & achievements

The Registered Verifier must:

1 - Have irrefutable first hand evidence of an individual’s skill or otherwise.
2 - Have personal knowledge of an achievement.

Example: This may include evidence of in-house training or letter from previous/present employer stating training has occurred with an audit trail identifying employer telephone or mail contact.  If as a Registered Verifier you are also the trainer of the informal skill being verified then this is acceptable.


4 - Auditing the verification process

In order to uphold the integrity of the verification process, SkillsActive will randomly audit Registered Verifiers who will be expected to:

1 - Maintain photocopies or scanned copies of all evidence used to verify activepassport holder’s qualifications, skills and identity.
2 - Use organised and confidential methods to maintain and store records.
3 - Store records for a minimum of x years
4 - Provide access to all Registered Verifier Records as requested by SkillsActive representatives.

Requests for access will be provided to the Registered Verifier in writing or by email at least 5 working days prior to the requested time of the audit.

 

5 - Penalties for non-compliance

Following an audit or in response to evidence otherwise received, SkillsActive may take the following action should they consider that the Registered Verifier has not complied fully with this Code of Conduct:

- Suspension of Registered Verifier Status pending investigation or
- Disqualification of Registered Verifier status 

This may also impact on an individual’s activepassport records should false information be exposed

 

Right to appeal

The Registered Verifier has the right to appeal against the penalties set out above by applying in writing to SkillsActive. This will be considered by Skills Active, whose decision will be final.
